Kristiansand Municipality
The municipality of Kristiansand in southern Norway has carried out a multi-million euro energy renovation. This involved a comprehensive replacement of their older fluorescent tubes with new LED light sources.
The project
Kristiansand is located in southern Norway and is the fifth largest municipality in Norway. The population is steadily increasing and the municipality boasts the largest number of newcomers in Norway. In 2020, the municipalities of Søgne and Songdalen merged with Kristiansand, which significantly increased the population. Today, the municipality spans a larger area, which also results in large amounts of different types of buildings.

Lighting systems with over 60% energy savings
The municipality has a large number of buildings, some of which are older. This means that some of the lighting has been installed for over 10 years. Many of the older fluorescent luminaires were due for replacement and due to the size of the project, it was put out to tender.
The tender focused on various requirements, including but not limited to longevity, good light quality and price. The tender was set up so that some of the solutions had to be retrofit solutions, i.e. where existing lighting fixtures are reused and integration of an LED module or retrofit LED tubes are installed. In other areas, the older fluorescent fixtures were in such poor condition that new modern LED lighting fixtures had to be installed.
The energy savings from this conversion have exceeded expectations and the current electricity savings are predicted to reach over 60% - in addition to the reduced maintenance due to the longer lifespan of the new LED lighting system.
Lumega has been the main supplier on the project in close cooperation with our Norwegian agent. The delivery has consisted of several thousand LED tubes to replace older fluorescent tubes. In addition, there have been a few thousand lighting fixtures. The project has run for about 6 months and is expected to be completed by the end of 2022. After this, the municipality will have replaced large parts of the lighting with LED lighting and will not face any challenges next year when fluorescent tubes are phased out.
Municipalities face a huge burden
Several municipalities around Europe are urgently convening internal meetings about the new law phasing out fluorescent tubes. It has taken many by surprise that this phase-out is coming so abruptly. The phase-out naturally paves the way for more energy-friendly light sources, such as LED lighting. LED lighting has a longer lifespan than fluorescent tubes and today, the light quality is so much better than fluorescent tubes that it can improve by up to 50% - With this as a starting point and the large energy savings that follow, LED lighting can become so popular so quickly that the replacement to LED can be completed by the end of 2025. This means that the carbon footprint will look more favorable and at the same time, there will be a predominant tendency for the working hours that would otherwise be spent on maintenance to go to other more useful tasks.
Execution plan for replacement to LED lighting
